The Aborigines Act 1911 established a Chief Protector and Aborigines Department responsible for the ‘protection and control’ of Aboriginal people. The Chief Protector was made the legal guardian of every Aboriginal and ‘half-caste’ child under 21 years, and had sweeping powers to control the movement and residence of Aboriginal people.
